Letter: Extra export support from the government must stimulate green growth

On Friday 14 March, the French Public Prosecutor's Office announced that it would launch an official investigation into TotalEnergies’ involvement in involuntary manslaughter during the attacks on Palma, the location of their LNG project. This umpteenth abuse makes it clear that the Netherlands cannot in any way provide public support for this project. 

Yesterday, Global Witness published a new report, "Sunk Costs" - in which I had a modest role to play - that comes up with new facts about the disastrous New Manila International Airport project in the Philippines, for which the Dutch dredging multinational Boskalis received Dutch export credit insurance (ekv) of €1.5 billion.

Members of Parliament Daniëlle Hirsch (PVDA-GL) and Christine Teunissen (PVDD) ask serious questions about possible Dutch export support for the Mozambique LNG gas project. Both ENDS has been advocating for the file for years. 

Our new report titled EU ECA fossil fuel phase-out tracker by Both ENDS, Counter Balance and Oil Change International sheds light on the concerning lack of harmony between EU Member States' export credit climate policies. 

The report was updated on April 17th, following new responses by Member States on their respective policies.

This week several Both ENDS colleagues visit Tweede Kamer der Staten-Generaal to meet Christine Teunissen and Luc Stultiens with partners from Mozambique, Indonesia and the Filippines to talk about the destructiveness of dredging worldwide and especially in projects with the aid of the Dutch government.

Dredging Destruction: Report reveals how Dutch dredging companies are systematically destroying human lives and the environment around the world with the help of taxpayers’ money

The Netherlands is providing billions of euros in support for dredging projects by Boskalis and Van Oord around the world. All of these projects are destroying human lives and the environment. The Dutch government’s policy to protect people and planet is failing systemically. And after twelve years of studies and talking, there are no real improvements. It is time for a thorough clean-up of government support for the dredging sector.

We are seeing increased interest in the EU for blending different development financial instruments with export credits, even though export credits are not fit for this purpose. The European Commission is developing plans for using so-called export credits for financing everything from raw materials, to development projects, to weapons. A new report of Counter Balance is shedding light on the significant environmental and social impacts of projects financed by ECAs.

Together with environmental justice groups from the Global South, Both ENDS works towards a sustainable, fair and inclusive world. Both ENDS gathers and shares information about policy and investments that have a direct impact on people and their livelihood, we engage in joint advocacy, we stimulate the dialogue between stakeholders and we promote and support sustainable local alternatives.

The Netherlands is well on its way with the energy transition at home, but our country continues to encourage Dutch investments in fossil projects elsewhere. This is obviously not in line with the climate goals and, moreover, these kinds of projects cause major problems in the countries where they take place. What can a new cabinet do to reduce the Dutch footprint abroad? Ellen Mangnus discussed this with several experts: today part 2.

The UN Climate Change Conference in Dubai (COP28) has come to an end. Both ENDS and our partners were well represented at the event. History was written, literally, in Dubai, as in the final document the attending countries finally put down on paper that the world must move away from fossil fuels. That is the beginning of the end for the fossil industry. Niels Hazekamp and Daan Robben look back: what did Both ENDS do there and what do we think of the outcome?

To realise the energy transition, large quantities of minerals and metals such as lithium, cobalt and rare earth metals are needed. These raw materials are mainly extracted in countries in the global South, and unfortunately this is almost always accompanied by human rights violations and environmental destruction. Today – also in light of EU Raw Materials Week that is happening this week – Argentinian organisation FARN and Both ENDS publish a joint report on the extraction of lithium in Argentina.
