In Manila Bay, a vulnerable coastal area next to the Philippine capital city, a new airport is being planned, with involvement of the Dutch water sector. Local civil society organisations raised their concerns about this airport, which has large impact on the lives of local residents and on the ecosystem.
"The mangroves were choking, gasping for air. When the dam was partially opened, they could finally breathe again. It was the breath that the animals, the fish in the rivers, the crabs, shrimps and oysters had all been craving."
On the northeast coast of Brazil, activities have been underway since 2007 to develop and extend the port of Suape. The port is being developed partly to support oil drilling along the Brazilian coast. The project is controversial because of the disastrous impact it is having on the natural environment, the rivers, the mangroves, marine life and the people who have lived in the region for many generations. Together with Fórum Suape, specially set up to combat the development of the port, Both Ends has been working for almost ten years to protect the rights of local communities in and around Suape. Now there has been a breakthrough – literally. In August of last year, a controversial dam in the Rio Tatuoca that was destroying the mangroves and the aquatic life in the area was partially dismantled. We spoke to Mariana Vidal,* project coordinator at Fórum Suape, about how that came about and what changes have taken place in the area since.

In April 2021, the Dutch development bank FMO announced that it is no longer involved in the Barro Blanco project, a controversial dam in Panama. GENISA, the Panamanian company that built the dam, unexpectedly paid off the multi-million dollar loan early. The question is to what extent, now that the bank is no longer actively financing the project, FMO can still be held responsible for the damage and suffering that was caused when this was still the case.
Large-scale infrastructural projects have detrimental effects on local people and the environment, while their benefits are felt elsewhere. Both ENDS is working to ensure that local people have a greater say in decision-making and is investigating the way these projects are funded.
In the Nam Ou river in Northern Laos, seven dams are built by a Chinese company. All over the world one can see the same picture when it comes to hydropower projects: it has devastating impacts on the people living in or around the area where they are being built, primarily because they are being displaced. It seems that displacement of communities is still accepted as the unavoidable collateral damage of infrastructure projects. This reveals a highly unacceptable attitude towards poor communities in whose name development is proceeding. In September 2019, the streets of Jakarta were filled with angry demonstrators protesting against the Omnibus Employment Law. The law will ease the rules for mining, make it much more difficult to hold companies liable for criminal acts and severely restrict the power of the national anti-corruption committee. At the moment, such protests are completely impossible in Indonesia because of the COVID-19 crisis and the associated lockdown measures. And Indonesian people already had few other means of exerting influence on decision-making and legislative processes.
Last weekend there was an article in Dutch newspaper De Volkskrant about the Lake Turkana Wind Power Project in Kenya. I was surprised and angry about how the story was presented. How can people be so blind to the perspectives of others? And how can a progressive paper like De Volkskrant devote so much space to such an unnuanced account? This is exactly why such projects lead to conflicts.
