Both ENDS
On the 14th of April, Both ENDS wil host a workshop called 'Small Grants, Big Impacts' on the annual Africa day in Amsterdam. The workshop aims to demonstrate that so called 'small grants funds' effectively deliver (devopment and climate) money where it matters, to people that need it the most. Large development banks, funds, donors and governments could use small grants funds as alternative financing mechanisms to make sure their money benefits people and their environment now and it the far future.
Last June, Both ENDS published a report which showed clearly that, through export credit insurance provider Atradius Dutch State Business (ADSB), the Netherlands is supporting the fossil fuel sector on a large scale. Between 2012 and 2015, ADSB provided billions of euros in insurance and guarantees, on behalf of the State of the Netherlands, to fossil-related export projects. This support is completely out of line with the Paris Climate Agreement. On 20 June, members of parliament Lammert van Raan (PvdD) and Sandra Beckerman (SP) submitted questions to the State Secretaries for Finance and for Infrastructure and the Environment.
Almost 40 civil society organisations and networks from around the world, including Both ENDS, today sent a letter to Dutch Minister for Foreign Trade and Development Cooperation Sigrid Kaag and State Secretary for Finance Hans Vijlbrief. They are asking the ministers to ensure that the expansion of export credit insurance as a result of the Corona crisis contributes to a green recovery.

Because of the close relationship with their living environment, local communities often have the best ideas for the sustainable and equitable use and governance of land, water and forests. These environmentally just practices and processes successfully protect and restore ecosystems and address climate change. They are essential in the light of the multiple crises the world faces, but are in dire need of financial and policy support.
25 civil society organisations, including Both ENDS have submitted a comment on the overarching policy of the newly proposed Environmental and Social Framework of the EIB Group. The EIB has to undertake environmental, climate, social and human rights assessment and appraisal of proposed projects to inform the decision of financing and must not rely on a clients' self-assessment and reporting (solely). The Policy needs to state clearly what the due diligence, monitoring and reporting responisibilities for the EIB are, in particular regarding human rights and contractual clauses with clients should enshrine the standards in all EIB operations, enabling for suspension of contracts if the standards are not implemented.
To address the climate crisis we need to urgently transition away from fossil fuels towards clean, renewable energy. However, this transition is not only about changing energy sources. It requires an inclusive and fair process that tackles systemic inequalities and demanding consumption patterns, prioritizes environmental and social justice, and which does not repeat mistakes from the past.
Our new report titled EU ECA fossil fuel phase-out tracker by Both ENDS, Counter Balance and Oil Change International sheds light on the concerning lack of harmony between EU Member States' export credit climate policies.
The report was updated on April 17th, following new responses by Member States on their respective policies.
