Dutch export credit agency Atradius DSB announced yesterday that it is to provide export credit insurance worth 1,5 billion euros to Dutch dredging company Boskalis for a controversial land reclamation project in the Philippines. According to Dutch and international organisations, including Both ENDS, CARE Netherlands, IUCN NL, Kalikasan PNE and Oceana Philippines, the award of export credit insurance for this project runs contrary to the Netherlands' ambitions in the areas of environment and corporate social responsibility (CSR).
TotalEnergies and the Chinese National Offshore Oil Cooperation (CNOOC) are currently developing an oil extraction and transportation project in Uganda: East African Crude Oil Pipeline (EACOP). The project – the construction of a heated pipeline (EACOP) of no less than 1445 kilometers through Uganda and Tanzania to export crude oil, is increasingly causing human rights violations and environmental damage. This is a matter of great concern to civil society organisations in Uganda and beyond. This week, Both ENDS, together with partner organisations in Uganda, sent an urgent letter to twelve pension funds and asset managers with investments in TotalEnergies and CNOOC.
Today, we received some unexpected but positive news: the US congress has instructed the US government to oppose the construction of large dams through international financial institution from now on. The Congress also called for justice for the victims of human rights abuses as a result of the projects of these financial institutions. The US will oppose any loan, grant, strategy or policy of such institutions supporting the construction of large hydroelectric dams, as defined by the World Commission on Dams.
Members of the Indigenous Ngäbe Buglé people were brutally attacked by Panamanian police on Friday 29 October 2021 from a parcel of private land near the FMO-financed Barro Blanco hydroelectric dam. The victims, all members of the anti-dam movement M22, had peacefully occupied the land after their protest camp got dismantled in July this year.
On Friday October 22nd, six staff members of our partner organisation Africa Institute of Energy Governance (AFIEGO), including its director Dickens Kamugisha, were arrested in Kampala, Uganda. AFIEGO is one of four Ugandan organisations involved in several legal cases against the oil project, including the one against TotalEnergies in France and in the East African Court of Justice.
At the beginning of this year, the Dutch government provided Dutch companies with export insurance worth 903 million euros to enable them to participate in a gigantic natural gas project in the north of Mozambique. Together with partners from Mozambique and the Netherlands, Both ENDS has been conducting a dialogue with export credit agency Atradius DSB and the responsible Ministries of Finance and Foreign Affairs on the possible financial, environmental and social risks of the gas project.
The water quality of East Java's largest river, the Brantas River, is increasingly deteriorating due to a combination of industrial and household waste. This environmental pollution has a disproportionate impact on women. Yet, their participation in decision-making remains lacking. ECOTON is working to improve the situation.
