The closing of the Barro Blanco dam last year caused not only material but also cultural damage in the affected Ngäbe-Buglé communities in Panama. So far, funder FMO is not taking responsibility for the human rights abuses caused by the project. So, what now?

After the second shocking murder of an indigenous rights activist in Honduras in less than two weeks the Dutch development bank, FMO, and the Finish development bank, FinnFund, announced a suspension of all their operations in Honduras. They declare that they will no longer engage in new projects or disbursements in the country, including in new disbursements in the Agua Zarca Project.
Academics and civil society representatives from around the world came together to articulate an alternative vision and framework for water governance, in the run-up to the UN Water Conference 2023 in New York. The Transformative Water Pact was developed in response to the continued exploitation of nature, neglect of human rights and the extreme power-imbalances that characterize contemporary water governance throughout the world. It details an alternative vision of water governance based on the tenets of environmental justice, equality and care.
Megaprojects in South America like large dams and mines are a threat to the natural habitat of indigenous tribes. Cross Cultural Bridges - in cooperation with Both ENDS - therefore started a two-year project to encourage young indigenous leaders in the Amazon and Andes area to defend their rights. Representatives of the Dutch and the German development banks (FMO and DEG) are in Panama today to discuss the future of the controversial Barro Blanco project with the government. Last May, the locks of the dam were closed to test the dam, in complete breach of all previous agreements. Part of the surrounding land is now flooded and some residents might soon have to be evacuated. Both ENDS, together with seven other organisations sent a letter to the directors of the two banks, urging them to assume their responsibilities as investors in the project.
Photo blog - In June, I travelled to Indonesia with our partner organization Puanifesto to research the impacts of nickel mining in East Sulawesi. On July 13th, the news broke that the European Union and Indonesia have reached a political agreement on a free trade agreement that was years in the making, called the Comprehensive Economic Partnership Agreement (CEPA). Nickel from Sulawesi is already being used in European cars. This makes it all the more important that we ensure that human and environmental rights are secured in mining and refining operations in Indonesia, before the road is opened to more extraction and exploitation for the European market. The conversations we have had with communities and workers on East Sulawesi show that more binding regulations are necessary to make this happen and ensure an energy transition that is socially and environmentally just.
This week, a special rapporteur of the United Nations spoke out against the opening of an open-pit coalmine in Phulbari in the northwestern part of Bangladesh. He did this because of the enormous human rights violations this project might lead to. A year ago, the International Accountability Project (IAP) presented a proposal for research on this subject to a number of UN Special Rapporteurs. Olivier de Schutter (UN Special Rapporteur on the Right to Food) has worked on the proposal since then. From the start, Both ENDS has been active within several networks that are trying to prevent the opening of this coalmine.
Together with 29 other CSO's, we've submitted our comments and recommendations in the Public Consultation on the AfDB Integrated Safeguards System. These include that the Bank should prioritize community-led development and human rights-based approaches; protect natural resources and tackles environmental and climate crises; raise the bar on access to information, transparency and accountability; facilitate participatory processes in policies, programmes and projects; and end inequality, poverty, and the cutback and privatization of vital services.
